Register of auxiliary services
The Register of Auxiliary Services is the list of companies authorised to carry out specific activities on behalf of Market Operators.
Regulations
SO.GE.M.I. S.p.A, Company for the Establishment and Operation of Wholesale Food Markets in Milan, Tax Code and VAT No. 03516950155, with registered office in Milan, Via Lombroso no. 54, has established a Register of Auxiliary Services, which includes economic operators authorised to carry out specific activities in the Milan Agri-Food Market Hub (CMAM).
The Register is specific and mandatory for ongoing activities provided to Market Operators, who may use authorised entities for:
- Cleaning, sanitisation and pest control.
- Food processing and packaging.
- Repair and maintenance services for systems and equipment (forklift trucks, refrigeration systems, electrical and hydraulic systems, lifting systems, scales).
- Vending (supply of systems and consumables – maintenance).
- Auxiliary supply services for commercial activities (e.g. ice for food).
- Sale of ancillary products (stationery, office supplies, etc.).
- Retail trade.
- Catering activities (bars, restaurants, etc.).
- Credit, insurance and postal services.
- Customs services.
- Professional services (accountants, solicitors, architects, etc.).
- Recovery and marketing of packaging (pallets, crates, boxes, etc.).
- Other services.
For certain categories of services, SO.GE.M.I. reserves the right to establish specific registers.
The respective registers for porterage, loading, unloading and transport of goods are responsible for regulating the related services.
Operators registered in the Register are required to comply with the following requirements:
- Only employ personnel with a special identification card issued by SO.GE.M.I.
- Provide workers with a special uniform bearing the operator's logo, name or other distinctive mark.
- Comply with the provisions, regulations and service orders issued by SO.GE.M.I.
- Access to the area is granted to owners, employees and collaborators of registered entities from 06:00 to 18:00. If the registered company is a concessionaire of space within the area, 24-hour access is granted to owners, employees and collaborators of registered entities.
In order to verify that the requirements for registration in the Register are still met and that the obligations assumed in the declarations accompanying the application are being complied with, SO.GE.M.I. implements an appropriate system of checks, for which the operator is required to produce the requested documentation.
If the checks reveal any violations of the law, SO.GE.M.I. promptly informs the competent authorities.
The economic operator's authorisation will be suspended in the following cases:
- loss of the requirements for registration in the Register of Services.
- violations of the Code of Ethics, the Anti-Corruption Plan, the Organisational Model 231/2001, and the protocols signed by GE.M.I.
Once the alleged violations have been remedied, the suspended economic operator may submit a request for reinstatement to the Register.
Failing this, after a period of 30 days, the authorisation will be revoked.
Violations of regulations, provisions and Service Orders will result in the application of the penalties provided for.
Registration in the Register is completed upon payment by the operator of a fee of €250.00 (two hundred and fifty/00) for the management of the control system. Companies that are concessionaires of spaces within the area are exempt from payment.
In the event of revocation, the amount paid is not subject to refund, even partially.
How to register
Economic operators who carry out the activities referred to in the introduction on a continuous basis within the Hub are eligible to apply for registration in the Register.
In the case of consortia and other groups provided for by law, the application shall be submitted with an indication of the company or companies intended to operate in the Hub, and registration in the Register shall be effective only for that company or those companies. Consortia or associations are not permitted to take over the performance of the activity or to designate another member of the group to perform the service without the prior authorisation of SO.GE.M.I.
Registration in the Register of Services implies express acceptance of these Regulations, the Protocols signed by the Company with the competent authorities, the Organisational Model 231/2001, the Code of Ethics, the Three-Year Anti-Corruption Plan and the regulations in force within the Hub.

The economic operator is obliged to inform its employees about compliance with the regulations in force within the Hub.
Together with the application signed by the Legal Representative and accompanied by a copy of the relevant valid identity document, the economic operator concerned must send the following documentation certifying that they meet the eligibility requirements by certified email to the SO.GE.M.I. registry:
- Certificate of registration with the Chamber of Commerce, Industry, Crafts and Agriculture.
- Single Document of Contribution Regularity (DURC) issued no earlier than 90 days prior to the submission of the application.
- Declaration signed by the legal representative to comply with current regulations on the protection of workers' health and safety in the workplace, in accordance with Legislative Decree No. 81 of 9 April 2008 and subsequent amendments and additions.
- Declaration signed by the legal representative to fulfil the obligations established by current tax, social security, insurance and welfare legislation.
For consortia and other groups provided for by law, the documents listed in the preceding points must also be produced by the companies designated to operate in the Hub and the relevant declarations must be signed by their respective legal representatives.
Foreign economic operators interested in registering in the Register of Services must produce the required documentation in Italian (including through a certified translation).
The registration process concludes with an acceptance or rejection decision, adopted by SO.GE.M.I. within 15 days of receiving the relevant application (see REGISTRATION APPLICATION) at the certified email address protocollo.foodymilano@pec.it.
All declarations and documents must be submitted with the application; SO.GE.M.I. may request clarifications and/or additional information to verify that the operator concerned meets the requirements.
Registration in the Register of Auxiliary Services, which is communicated to the certified email address indicated by the applicant, authorises the economic operator to carry out the activities referred to in these Regulations with effect from the date of receipt of the acceptance notice, once the fee for the management of the Register has been paid.
Before formally adopting a negative decision, SO.GE.M.I. shall communicate the reasons for rejection to the certified email address provided by the applicant. Within the following 15 days, the applicant shall have the right to submit any comments and counter-arguments, accompanied by any necessary documents.
Refusal of registration in the Register of Services does not preclude the possibility for the operator concerned to submit a new application.
Registration in the Register of Services is valid for two years.
Applications must be submitted from the date of publication of these Regulations in the Official Bulletin of the Lombardy Region and in any case by the date of entry into force (29 July 2022).
Subsequently, the Register will be updated every six months, at which time it will be possible to register new applicants.
With Resolution No. 36 of 5 June 2025, the deadline for registration in the Register was reopened.
